Cipher Green RV Park Master Policies
Effective Date: August 1, 2025
General Admission and Guest Status
Cipher Green RV Park is a privately owned facility. Admission is granted on an “Authorized Guest” basis. An authorized guest is a person approved by owners to stay within the park at an assigned space on a temporary basis. The owners reserve the right to terminate any guest’s stay at any time.
Visitors
- Reporting: Visitors must be reported if their stay exceeds one night.
- Status: A visitor is not considered an “Authorized Guest.”
- Approval: Visitors staying longer than one night require owner approval.
- Limit: There is a limit of 2 visitors per site.
Security and Conduct
- Identification: A valid ID is required for all authorized guests over 18. A picture of the ID should be sent to 910.289.2200 or ciphergreenrvpark@gmail.com.
- Background Checks: Guests must report any existing convictions or pending charges. Owners reserve the right to deny entry or demand departure upon review of this information.
- Quiet Time: 10:00 p.m. until 8:00 a.m. Please keep the volume of music, TV, phones, and voices to a reasonable level.
- Alcohol: Allowed in moderation ONLY on assigned campsites. Open containers are prohibited in public spaces.
- Prohibited Behavior: Public profanity, loud music with profanity, public drunkenness, and obscenity will not be tolerated.
Arrival, Departure, and Logistics
- Speed Limit: 10 mph on open gravel roads; 5 mph in sections where campers are located.
- Arrival Times: 11:00 a.m. – 8:00 p.m. No arrivals are permitted after 8:00 p.m.
- Departure Time: No later than 10:00 a.m.
- Departure Notice: Please notify owners at least 10 days in advance of your intent to depart.
- Site Cleanup: Sites must be cleared of all debris and trash upon departure.
- Large Item Disposal: Furniture and non-household trash must be taken to a Duplin County trash site. Do not place these items in the park dumpster.
Rates and Financials

- Healthcare Discount: A $25.00 monthly discount is available to Direct Health Care Providers.
- Existing Guests: Guests registered as of 8/1/25 are exempted from additional monthly charges for one year.

Prorated Rent Calculation
For guests arriving on any day other than the 1st, the first month is prorated based on a 30-day month. If less than 10 days remain in the arrival month, the prorated amount plus the following month’s rate is due.
Example Calculation:
Arrival on October 23:
$$550 / 30 = 18.33 \times 9 \text{ nights} = \$164.97 \text{ for October} + \text{November lot fee.}$$
Refund Policy
- Early Departure: No refunds for early departure within a paid month.
- Cancellations:
- 14+ days before arrival: Full refund.
- 7–13 days before arrival: 50% refund.
- Less than 7 days: No refund.
Deposits
- Monthly Guests: $250.00 deposit ($200.00 refundable, $50.00 non-refundable).
- Weekly Guests: $125.00 deposit ($100.00 refundable, $25.00 non-refundable).
- Refund Process: Initiated within 10 business days of departure pending campsite inspection.
Payments
- Due Dates: Monthly fees are due on the last day of the month preceding the stay.
- Late Fees: A $20.00 per day fee applies for late payments. Nonpayment for 7 days results in the revocation of guest status and immediate utility disconnection.
- Accepted Methods: Square Point of Sale (POS) is preferred. Checks/Money Orders should be mailed to PO BOX 1119 Kenansville, NC 28349.
- NOT Accepted: Venmo and Cash App.
Vehicles and Property
- Limits: Maximum of 1 RV and 2 vehicles per site.
- Maintenance: No mechanic work (oil changes, etc.) is allowed on-site.
- Off-Road Vehicles: Require owner approval, a liability waiver, and proof of insurance. Operators must be 16+.
- Children: Children under 12 must be under direct adult supervision at all times. No bicycle riding after dusk.
- Protection: Use of water pressure regulators and electrical surge protectors is highly recommended.
Pets
- Limit: Maximum of two dogs or cats. No exotic animals.
- Leash Policy: Pets must be on a leash (maximum 6’) at all times.
- Waste: Waste must be cleaned up immediately. A $100 fine applies for violations.
- Exercise: The large hayfield may be used for off-leash exercise if safely away (100+ yards) from other campers.
- Barking: Excessive barking that disrupts others may result in a request to vacate.
Additional Prohibitions
- Hunting of any kind.
- Bow and arrow shooting.
- Firearm target practice or skeet shooting.
- Fireworks or firecrackers.
- Chainsaws or wood cutting.
- Disorderly behavior or walking through other campsites.
- Washing motor vehicles (RVs excluded).
- Discharging firearms (except in self-defense).
- Unauthorized guests staying more than one night.
- “For Sale” signs on RVs.
- Gang activity or illegal drugs.
- Generators.
- Clotheslines, or nails/ropes in trees.
- Tents.
- Operating a service business from the site.
- Rudeness to owners or management.
- Burning materials other than wood; fires exceeding the fire ring size.
- Pet fences or pens.
- Regular/Routine charging of Electric Vehicles (occasional only).
Maintenance and Utilities
- Landscaping: Guests must keep their site neat and tidy. Weeds or grass around the RV that cannot be reached by a mower are the guest’s responsibility.
- Winterization: During winter, guests must use a winterized RV hose. A heated coil is provided for the exterior faucet; damage from improper winterization is the guest’s financial responsibility.
- Fire Safety: Campfires must be in a fire ring and extinguished before retiring. Check the NC Division of Forest Resources for burning bans.
